馃嚨馃嚤 Betonowy kloc, szkieletor, gazowy pa艂ac, pogazowy moloch. To tylko niekt贸re s艂owa, kt贸rymi w Internecie okre艣la si臋 pewien monumentalny budynek znajduj膮cy si臋 w Warszawie. Mia艂 on sta膰 si臋 siedzib膮 sp贸艂ki EuroPol GAZ S.A. b臋d膮cej w艂a艣cicielem polskiej cz臋艣ci gazoci膮gu Jama艂-Europa. Budowa obiektu rozpocz臋艂a si臋 w 2000 r., jednak cofnijmy si臋 jeszcze kilka lat wstecz, by w skr贸cie przybli偶y膰 kontekst. 25 sierpnia 1993 r. rz膮dy Polski i Rosji podpisa艂y porozumienie ws. budowy gazoci膮g贸w do tranzytu gazu rosyjskiego przez terytorium Polski i dostaw gazu do naszego kraju. Nied艂ugo po tym wydarzeniu powsta艂a b臋d膮ca do dzi艣 operatorem polskiej cz臋艣ci gazoci膮gu sp贸艂ka EuroPol GAZ S.A. Jej g艂贸wnymi udzia艂owcami s膮 PGNiG i Gazprom posiadaj膮ce po 48% udzia艂贸w. Wraz z otwarciem tej inwestycji zaplanowano zbudowanie biurowca b臋d膮cego g艂贸wn膮 siedzib膮 polsko-rosyjskiej sp贸艂ki. Projektantem obiektu by艂 architekt Tadeusz Spycha艂a, tw贸rca m.in. projektu hotelu InterContinental. Ca艂o艣膰 planowano przykry膰 elewacj膮 z zielonego kwarcytu i wyposa偶y膰 w nowoczesny sprz臋t. Siedziba Europolu mia艂a za zadanie monitorowa膰 systemy gazowe oraz s艂u偶y膰 jako nowoczesne centrum do organizowania wystaw i konferencji. 艁膮czna powierzchnia terenu mia艂a osi膮ga膰 35 tysi臋cy m2. Prace gruntowe ruszy艂y pod koniec 1999 r., a budowa rozpocz臋艂a si臋 ju偶 w 2000 r. Jednak po dw贸ch latach intensywnej budowy zosta艂a ona przerwana. Dlaczego? EuroPol GAZ S.A. chcia艂o nawet przekaza膰 nieruchomo艣膰 miastu, ale samorz膮d w贸wczas musia艂by zap艂aci膰 podatek od darowizny o wysoko艣ci 25 mln z艂otych i pokry膰 koszty doko艅czenia budowy si臋gaj膮ce wg r贸偶nych danych minimum dwukrotno艣膰 sumy podatku. Dom Development zawar艂 przedwst臋pn膮 umow臋 na zakup budynku.
Concrete block, skeleton, gas palace, gas juggernaut. These are just some of the words used on the Internet to describe a monumental building in Warsaw. It was to become the seat of EuroPol GAZ S.A. which is the owner of the Polish part of the Yamal-Europe gas pipeline. The construction of the facility started in 2000, but let's go back a few more years to present the context in a nutshell. On August 25, 1993, the governments of Poland and Russia signed an agreement on the construction of gas pipelines for the transit of Russian gas through Poland and gas supplies to our country. Soon after this event, the company EuroPol GAZ S.A. was established, which until today is the operator of the Polish part of the gas pipeline. Its main shareholders are PGNiG and Gazprom, each holding 48% of the shares. Along with the opening of this investment, it is planned to build an office building that will be the headquarters of the Polish-Russian company. The designer of the building was the architect Tadeusz Spycha艂a, the creator of, among others project of the InterContinental hotel. The plan was to build a complex divided into several parts: in the middle there would be a winter garden and a gondola intended for a VIP bar, the highest one was to be seven storeys above the ground, while a two-level car park for 380 cars and tennis courts were planned below the surface. The whole building was planned to be covered with a green quartzite facade and equipped with modern equipment. Europol's headquarters was to monitor gas systems and serve as a modern center for organizing exhibitions and conferences. The total area of the site was to reach 35,000 m2. The ground works started at the end of 1999, and construction began in 2000. However, after two years of intensive construction, it was interrupted. Why? On the basis of various reports from the media, several reasons for this can be distinguished: introducing changes to the construction design of the facility ("Rzeczpospolita", 2004), internal disputes in the company ("Rzeczpospolita", 2010), no decision to build the second line of the gas pipeline and limiting the scope of of the company's operations ("Gazeta Wyborcza", 2013) and the detention of several management board members suspected of causing financial damage in the amount of PLN 848 million in connection with the conclusion of a contract for gas supplies from Russia, which is unfavorable for Poland ("RMF 24", 2019). In the meantime, the owner had to bear the cost of maintaining the property for many years, but did not receive any income to compensate for the losses. In 2011, the company valued the building at PLN 79 million. In 2015, it was put up for sale, but no potential buyer was found. EuroPol GAZ S.A. even wanted to hand over the property to the city, but the local government would then have to pay a donation tax of PLN 25 million and cover the costs of completing the construction, which, according to various data, are at least twice the amount of the tax. There were further reports in the media about plans to develop the building for various purposes (including the headquarters of the CBA or the European Academy of Fine Arts with student dormitories, an auction house, a gallery and a modern library). Finally, in October 2020, the abandoned office building was put up for sale. In mid-March 2021, Dom Development concluded a preliminary contract for the purchase of the building. The company has not officially revealed its plans for the real estate, but it can be assumed that the building will probably be demolished and a housing estate will be built in its place. Now the wind is blowing inside the abandoned office building, pigeons sometimes fly by and it is very dark in the evenings.
